			<description>Sources say that Senators Judd Gregg (R-NH) and Ron Wyden (D-OR) are partnering in an effort that has not been seen in Washington since 1986 when President Ronald Reagan and former Senator Bill Bradley partnered to produce the Tax Reform Act of 1986. The 1986 legislation closed loopholes and special interest provisions festooned throughout the United States Internal Revenue Code and used the savings to drive the top individual marginal income tax rate down to twenty-eight percent, the lowest the top rate has been since 1929 when it was twenty-four percent on income in excess of $100,000.</description>
